Begin with the purpose of the register
Administrative systems record activities such as assigning an identity, registering an event or delivering a service. Their totals follow the system’s eligibility, update and reporting rules. They can provide recent operational evidence, but their scope is different from a census enumeration. Read what is included before calling a record total a resident population.
Read Aadhaar coverage in layers
UIDAI’s State/UT wise Aadhaar Saturation report dated 30 June 2026 distinguishes raw assigned identities, estimated living holders and a projected population denominator. The estimated living total applies a mortality adjustment using RGI death rates. It is not a person-by-person verification that every recorded holder is alive or physically present in the named area.
The report’s penetration measure uses its own projected 2026 denominator. Keep that denominator attached when interpreting the percentage rather than silently substituting another population series. Address records, enrolment coverage and population projections can differ in scope. The report should not be presented as a continuously observed population or a count of citizens.
Use administrative data for its direct question
A dated coverage report is useful for understanding the extent of an administrative programme under its definitions. Civil registration provides another example: recorded births and deaths answer registration questions, while registration timing and completeness affect the totals. When comparing places, retain the same snapshot date and treatment of inactive, adjusted or delayed records.
Keep an auditable snapshot
Save the report title, printed date, unit and calculation alongside any extracted figure. UIDAI reuses the same PDF address for successive saturation reports, so the link alone does not identify a stable edition. If a register total differs from a projection, explain the measurement differences before proposing a demographic explanation. A discrepancy is a reason to examine coverage and methods, not proof of a new population count.
